"SERVICE TO THE PEOPLE" is the basic foundation of government. It is the expression of the popular will of the people, where the government emanates their authority. A good public administration is the essential tool in achieving its purposes and goals. According to Jose P. Leveriza, "A government survives when it provides a good public administration".

             Service is a traditional purpose why a person strives to be elected in government positions. It is true that politics can make a person rich and can make him powerful and fame. As what Francisco Zulueta remarked, "When there is government, there is politics. When there is politics, there is power". Power is the key element to achieve one's interests, whether public or private, it depends on the motives of the person. Aside from achieving, it also protects the interests of the person itself and its connections whether local or international. Service as their basis in running in government positions is just a mere imagination because in reality it is superseded by its other agenda(s). It will not be a mere imagination and out-of-the-world promises if one can make it real or put it in practice and try its best to express the popular will and to carry out the welfare of the people.

             Public servants must be true in their desires in serving the people. Regardless of orientations especially in the differences in political parties, public servants must serve with integrity, justice and equity that shall promote, implement and maintain the goals and aspirations of the people. A good public administration is essential in attaining the purposes of the government. They must be well acquainted on the dynamics of public administration and possesses charismatic attitude since government is not an easy business. It is not about aptitude but it is all about attitude that shall determine its altitude. 

         These humble suggestions will not be realized if our dear public servants will not open their hearts and minds on their true purpose: TO SERVE THE PEOPLE. But the question remains: 

HOW WILL THE GOVERNMENT PROVIDES NOT JUST SERVICE BUT A QUALITY SERVICE?

         Government should and must inform the people and to reach out their sentiments!
